Landscaping & Lighting Assessment Districts
The Landscaping & Lighting Act of 1972 requires that an Engineer's Report be prepared and adopted by the City Council each fiscal year (July 1 – June 30), to levy and collect assessments from the property owners within the zone in any following fiscal year. These assessments are collected as a part of the property tax for each parcel. At a minimum there will be a Consumer Price Index (CPI) increase to the assessments for the year. The Annual Engineer's Report outlines the facilities to be maintained, the budgets proposed for this maintenance, and the assessments necessary to support these budgets. The Public Works Department prepares the Annual Engineer’s Report for the Landscaping & Lighting Assessment District (LLAD). The Engineer’s Report and budget preparation began in March 2025. The budget will be drafted and ready for public review as early as May 2025 with final approval at the end of May 2025. This process will take place through two City Council meetings scheduled for May 6, 2025, and May 20, 2025. The following in-person meetings are scheduled for LLAD residents to hear the latest updates and share their concerns.

The Landscaping & Lighting Assessment District (LLAD) was formed in January 2001 to operate and maintain street lighting and landscaping of public areas in the La Vigne subdivision, which was designated as Zone 1 of the LLAD. In FY 2004-05, the Vintage Ranch subdivision was annexed into the LLAD as Zone 2, and in FY 2005-06, the Napa Junction mixed-use development was annexed as Zone 3.
